“The current onshore tender model undermines the original idea of citizens’ energy,” said Dr Stefan Geiger from GSK Stockmann + Kollegen at the expert debate during Husum Wind 2017. Along with Dr Geiger, the Renewable Energy Hamburg Cluster invited Norbert Giese, Senvion SE, Renewable Energy Hamburg Managing Director Jan Rispens and Johannes Schiel, Vestas Central Europe to discuss the effects of the new tender model. Before the trade fair, the Cluster had already publicly called for projects without approvals under the German Federal Immission Control Act (BImSchG) to be excluded from participation in competitions.
BImSchG approval a prerequisite for tender participation
“We see ourselves as friends of citizens’ energy. I personally initiated the first citizens’ wind farm in Hamburg in 1986. However, even in the early days of wind energy, BImSchG approval was considered a basic requirement,” explained Norbert Giese, Senvion SE, and warned: “As manufacturers, we are in a reasonably bearable position, but what will happen to the smaller service providers? In 2017, we already experienced a significant decrease in new business. This current development is an energy and climate policy catastrophe for Germany.”
German politicians fail to clarify position on energy policy
Johannes Schiel, Vestas Central Europe, highlighted the importance of planning certainty for the entire wind energy sector. He also criticised politicians from all parties who have not clearly stated their positions on energy policy during the ongoing campaign for election to the German Parliament (Bundestag). Renewable Energy Hamburg Managing Director Jan Rispens closed with the following statement: “We call for projects without BImSChG approvals to be excluded from participating in onshore tenders. And what is more – we will work with other associations to draw up a detailed list of demands, which we will submit to the new German Federal Government.”
The third round of tenders is currently underway. Bids can be submitted until 2 November. The conditions remain unchanged.
